What is California CalWORKs (TANF)?
CalWORKs is a welfare program that gives cash aid and services to eligible needy California families. The program serves all 58 counties in the state and is operated locally by county welfare departments. If a family has little or no cash and needs housing, food, utilities, clothing or medical care, it may be eligible to receive immediate short-term help. Families that apply and qualify for ongoing assistance receive money each month to help pay for housing, food and other necessary expenses.
Who is eligible for California CalWORKs (TANF)?
To be eligible for California CalWORKs, you must be a resident of California, and a U.S. citizen, legal alien or qualified alien. You must be unemployed or underemployed and have low or very low income. You must also be one of the following:
- Have a child 18 years of age or younger, or
- Be pregnant, or
- Be 18 years of age or younger and the head of your household.

CalWORKs has a gross income limit that is determined by deducting $450 from the earned income of each employed person in the household and then adding all the remaining earned and unearned income to determine the household’s gross income. If this amount, after the $450 deductible, exceeds the Minimum Basic Standard of Adequate Care (MBSAC) level for the family size, the family is not eligible.

California Work Opportunity and Responsibility to Kids (CalWORKs)
CalWORKs is a public assistance program that provides cash aid and services to eligible families that have a child(ren) in the home. The program serves all 58 counties in the state and is operated locally by county welfare departments.
If a family has little or no cash and needs housing, food, utilities, clothing or medical care, they may be eligible to receive immediate short-term help. Families that apply and qualify for ongoing assistance receive money each month to help pay for housing, food and other necessary expenses.
The amount of a family’s monthly assistance payment depends on a number of factors, including the number of people who are eligible and the special needs of any of those family members. The income of the family is considered in calculating the amount of cash aid the family receives.
Specific eligibility requirements include an applicant’s citizenship, age, income, resources, assets and other factors. Generally, services are available to:
- Families that have a child(ren) in the home who has been deprived of parental support or care because of the absence, disability or death of either parent.
- Families with a child(ren) when both parents are in the home but the principal earner is unemployed.
- Needy caretaker relatives of a foster child(ren).
How much money do I get on CalWORKS?
If you have no income and you are a family of three in a high-cost county, you can expect to receive a cash assistance of $1,130 per month. That’s how much CalWORKs pays for a family of three in California but may vary depending on where you live in California. The additional monthly stipend provided to pregnant women on their first trimester of pregnancy has been increased from $47 to $100.
How long can I get CalWORKs in California?
Receipt of CalWORKs is limited to no more than 60 countable months. There is, however, no time limit on aid for children up to age 18. The CalWORKs Diversion Program is also available to potentially eligible applicants to help the family overcome a short-term crisis, offering a one-time “diversion payment” instead of monthly cash benefits.

Temporary Assistance for Needy Families (TANF)
The Temporary Assistance for Needy Families (TANF) program provides approximately $16.5 billion to states, the District of Columbia, and US territories (Guam, the U.S. Virgin Islands, and Puerto Rico). Federally-recognized American Indian tribes and Alaska Native organizations may offer TANF through the tribal TANF program).
The TANF program provides states (which includes DC and territories for this purpose) with flexibility in operating programs designed to help low-income families with children achieve economic self-sufficiency. The federal government does not provide TANF cash assistance directly to the public. Instead, states use their TANF grants to fund monthly cash assistance payments to low-income families with children, as well as a wide range of services that are designed to address one or more of the program’s four broad purposes:
- Provide assistance to needy families so that children can be cared for in their own homes or in the homes of relatives
- End the dependence of needy parents on government benefits by promoting job preparation, work, and marriage
- Prevent and reduce the incidence of out-of-wedlock pregnancies
- Encourage the formation and maintenance of two-parent families
These purposes were outlined in the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), the law that created TANF, replacing the Aid to Families with Dependent Children (AFDC) and related programs. At the federal level, the Office of Family Assistance (OFA) administers the TANF and tribal TANF programs. OFA operates within the Administration for Children and Families (ACF), an agency of the U.S. Department of Health and Human Services (HHS).
