Who is eligible for California Weatherization Assistance Program?

Weatherization Assistance Program California : To be eligible for this benefit program, you must be a resident of California. Preference may be given to:

  • People over 60 years of age
  • Families with one or more members with a disability
  • Families with children (in most states)

CSD works with local energy services providers  throughout the state installing weatherization and energy efficiency measures for low-income homeowners and renters that qualify under the Department of Energy’s Weatherization Assistance Program (WAP). Energy efficiency means using less energy which in turn can reduce utility costs. Some of the benefits of energy efficiency and weatherization include:

  • Reducing energy usage for lower utility bills 
  • Addressing health and safety issues in the home 
  • Decreases power plant emissions and air pollution

California Weatherizing Your Home

Having a high energy bill is not the only indicator that you may benefit from energy efficient weatherization measures. If you notice cold drafts in your home from windows or doors, run the heater throughout the entire day in the winter, or run your air conditioner throughout the entire day in the summer, then you may benefit from having an assessment done on your home. An assessment, or energy audit, is performed by community partners in low-income households to find ways to make your home more energy efficient. Some of the energy efficiency improvements include:

  • Sealing holes and cracks around doors, windows, and pipes
  • Checking that your home is properly insulated
  • Repairing or replacing windows
  • Checking that heating and air conditioning systems run smoothly
  • Repairing or replacing water heaters

  • U.S. Department of Health and Human Services’ Low-Income Home Energy Assistance Program
    • The Low-Income Home Energy Assistance Program (LIHEAP) provides assistance to eligible low-income households with the goal of managing and meeting their immediate home heating and/or cooling needs.

    • The U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP) helps reduce energy usage and costs by providing services intended to improve energy efficiency in the homes of eligible low-income households.       
  • Low-Income Weatherization Program
    • LIWP is one of the California Climate Investments which is part of a statewide initiative that puts billions of Cap- and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment — particularly in disadvantaged communities. Some of the newer components of LIWP include a Community Solar Pilot and a Farmworker Energy Efficiency and Renewables Program.

California’s Low-Income Weatherization Program (LIWP)

California’s Low-Income Weatherization Program (LIWP) provides low-income households with solar photovoltaic (PV) systems and energy efficiency upgrades at no cost to residents. Administered by the California Department of Community Services and Development (CSD), LIWP is designed with the primary goal of reducing greenhouse gas emissions (GHG) by saving energy and generating clean renewable power. But just as importantly, the program reduces residential energy expenses for low-income households, strengthening their economic security.

LIWP funds energy efficiency upgrades and solar for both low-income single-family households and multi-family affordable housing. LIWP also helps cushion the impact of climate change on vulnerable communities, making it more affordable for low-income households to keep their homes cool and comfortable at a lower cost – by installing energy efficient air conditioning or improved insulation – to protect children and seniors from the health impacts of higher temperatures.

As many low-income Californians are already struggling to make ends meet – and spending a higher proportion of their income on housing than ever before – LIWP can help by lowering utility bills to free up limited disposable income for other critical expenses. LIWP is the only program of its kind in California that focuses exclusively on serving low-income households with solar PV and energy efficiency upgrades at no cost. By doing so, the program plays an important role in ensuring that all Californians have the opportunity to benefit from California’s Climate Investments and services

Farmworker Housing Single-Family Energy Efficiency & Solar PV

Launched in 2019, the Farmworker Housing Component provides services in Imperial, Fresno, Kern, Madera, Merced, Monterey, Riverside, San Joaquin, Santa Barbara, Stanislaus, Tulare, and Ventura counties with home upgrades such as energy efficient heating and cooling systems; climate resilience measures including insulation and efficient windows; appliances and lighting; and solar PV. 759 low-income nfarmworker households have received services at no-cost under the Farmworker Housing Component to date.

Multi-Family Energy Efficiency & Renewables

The Multi-Family Energy Efficiency & Renewables Program provides technical assistance and incentives for the installation of energy efficiency measures and solar PV in low-income multi-family dwellings serving priority populations. Low-income residents that participate in this program benefit from lower energy costs while reducing energy demand and GHG emissions.
