Iowa Family Investment Program (FIP) : The Family Investment Program (FIP) provides temporary financial and other assistance to low income families with children while they move toward self-sufficiency.
Who is eligible for Iowa TANF Benefits 2023?
To be eligible for the FIP program people need to meet financial and non-financial eligibility criteria. This includes being income and asset eligible, having a minor child, having a social security number, cooperating with the Child Support Recovery office, being a United States citizen or have a qualified alien status and being a resident of Iowa. FIP applicants and participants must cooperate with the Department’s work and training program, PROMISE JOBS.
As a condition of FIP eligibility prior to receiving benefits, applicants must meet with a PROMISE JOBS case manager to develop a self-sufficiency plan known as the Family Investment Agreement (FIA). The FIA outlines the steps the family will take to become independent of FIP assistance. Once FIP is approved, FIP recipients must follow the requirements of the FIA to continue receiving FIP. FIP assistance has a federal lifetime limit of 60 months of assistance received in all states.
Family Self Sufficiency Grants (FSSG)
The purpose of FSSG is to provide immediate and short-term assistance to PROMISE JOBS participant families which will remove specific barriers related to obtaining or retaining employment. Removing these barriers to self-sufficiency might reduce the length of time a family is dependent on the Family Investment Program (FIP).
Refugee Cash Assistance (RCA) | Iowa TANF Income Limits
Refugee Cash Assistance provides cash assistance for up to eight months to needy families, including single adults, who enter the United States as refugees who are not eligible for the Family Investment Program. Unless determined exempt, refugees must cooperate with work and training requirements of the RCA programs.

Will I Get to Keep My Support?
Family Investment Program (FIP)
When you get FIP, you give to the state of Iowa your rights to child support for the months you are on FIP. The state will keep the child support that is collected to pay for the money you get from FIP. The state won’t keep more than the total amount of FIP you ever got. If you think you would be better off getting child support instead of FIP, you can ask to stop your FIP. After your FIP stops, the child support will go directly to you.
Medicaid
When you are on Medicaid, you give up your rights to get medical support payments. The state of Iowa will keep any medical support payments while you get Medicaid. The state will use this to help pay for the cost of your medical coverage.

How long does it take to get FIP in Iowa?
If you need assistance for more than 60 months, you may request for “hardship exemption” for an additional 6 months extension. Fill out a form called “Request for FIP Beyond 60 Months” and turn it in at the local DHS or PROMISE JOBS office.
Is there a limit on how long I can get FIP?
Federal law limits how long you can get FIP to a total of 60 months (five years).
What happens if I get FIP for 60 months?
If a parent gets FIP for 60 months, FIP stops for the whole family. If a caretaker gets FIP for 60 months, the caretaker is taken off the FIP grant but FIP can continue for the child. Caretakers are relatives (like a grandparent, aunt or uncle) who care for a child, but are not the child’s parent.

How is the 60 months counted?
Months you get FIP in Iowa or cash assistance in another state count toward the limit. Even if you get only a small amount of FIP in a month or get FIP for only part of a month, the month counts toward the limit. We don’t count months you got FIP when you were:
- A child.
- On Supplemental Security Income (SSI).
- A caretaker who didn’t get FIP for yourself.
The 60 months don’t have to be in one block of time. For example, if you get FIP for 30 months, go off FIP for a year and then come back on FIP, you can still get FIP for 30 more months.
Is there a time limit for other programs?
The 60-month limit is only on FIP. If your FIP stops because of the time limit, you may still get help from other programs, like Medicaid or SNAP.
IMPORTANT: You can only get FIP for 60 months. It’s important that you start planning early how to become self-supporting by the time your FIP ends. Your PROMISE JOBS worker can help you prepare for this.
What is a one-time payment?
A one-time payment is when you get money that you do not expect to get on a regular basis. We call this a nonrecurring lump-sum.
One-time payments can include:
- Insurance death benefits
- Lottery winnings
- Lawsuit settlements
- Inheritances
- Gifts
This can also include back payments that you get from:
- Social Security
- Worker’s compensation
- Child support
- Unemployment benefits
- Veteran’s benefits
How do I qualify for welfare in Iowa?
To qualify for welfare in Iowa, you must meet the following eligibility requirements:
- Be a U.S. citizen or legal qualified alien.
- Be a resident of the state of Iowa.
- Be responsible for a child under age 18 or 19 and still in high school.
- Be unemployed or under employed (working for very low wages).
- Meet income and resource limits which vary by category.
What do I do if I get a one-time payment?
Tell us if you get or expect to get a one-time payment. We will tell you how the one-time payment will affect any benefits you get from us. If you don’t know in advance that you will be getting a one-time payment, tell us within ten days after you get the money. It would be best for you and your family if you talk to us before you spend any of the money.
How is my period of ineligibility for FIP figured?
To decide how long we will count the one-time payment for FIP, we divide your income in the month you get the one-time payment by the FIP standard of need. The standard of need chart is on the next panel.

Find the number of people in your FIP group in the chart. We will divide your one-time payment plus your other income by that amount.
Here is an example:
Ms. A and her two children get FIP. In October, the family gets $2,250 from a one-time insurance payment. Ms. A reports getting the money within ten days. The family has $300 in other income. The total income for October is $2,550 ($2,250 + $300 = $2,550). The period of ineligibility is figured by dividing the income by the standard of need for three people ($849).
$2,550 ÷ $849 = 3. There is $3 left over. The period of ineligibility is October, November, and December. The extra $3 will be counted as income in January if Ms. A reapplies for FIP. Because Ms. A reported the one-time payment within ten days she will not have to repay the November FIP.

How Do I Claim Good Cause? | Iowa TANF Income Limits
If you want to claim good cause, tell your worker. You may do this at any time you believe you have a good reason not to cooperate. If you claim good cause, you will get another notice. The second notice will tell you what is considered to be good cause for not cooperating. It will also give you some examples of the information you will need to give us so we can decide if you have a good reason not to cooperate. You can ask for this second notice at any time to help you decide whether or not to claim good cause.
